Sam Schwartz Announces New Northeast Leadership

Sam Schwartz has named Luke Martinek, PE, LEED AP, General Manager of the firm’s New York office; Steven Wong, AICP, PP, PTP, RSP 1, PMP, General Manager of the New Jersey Office; and Lou Luglio, PE, Northeast Area Business Development Manager.

Luke was previously Sam Schwartz’s Director of Civil Engineering. He has over 16 years of experience in site and civil engineering design and project management, including for new residential, mixed-use, and open space development, as well as large-scale transportation and infrastructure projects, across the New York metropolitan area. An engaged part of the local engineering community, he currently serves as the President of the Board for the New York Chapter of NYSSPE. As General Manager, Luke will oversee operations, staff management, and business development strategy for the New York City office.

Formerly a Senior Associate with the firm, Steven has more than 13 years of experience helping communities find transportation and planning solutions to complex problems, ensuring multimodal mobility, accessibility, and safety. His work on concept development studies, corridor safety and traffic operations, infrastructure network screenings, transportation master plans, Complete Streets, environmental justice screenings, and engagement has spanned the Garden State, from cities to suburbs to small towns. In the role of New Jersey General Manager, Steven will lead operations, staff management, and business development strategy.

Lou Luglio has nearly three decades of experience providing transportation planning and civil design services for public and private clients throughout the tri-state area and beyond. He was previously NJ General Manager, a role in which he led the firm’s traffic engineering, transportation planning, civil design, and site plan development efforts around the state. An active member of the Institute of Transportation Engineers (ITE), he has served as President of the NY/NJ chapter. As Northeast Area Business Development Manager, he will spearhead business development and strategic planning across the northeast, and help achieve company growth in other areas along the east coast of the U.S.
