Kate Sargent

Kate Sargent is a Senior Associate and the Oakland Office Leader. She brings a focus on developing city strategies and frameworks that incorporate emerging mobility, align pricing programs to achieve city goals, and create data-driven decision-making tools. In addition, Kate serves as the director for zero-emission bus feasibility studies, helping cities develop strategies to transition to all battery-electric or fuel cell buses. 

Kate has developed a new regulatory framework for the City of Los Angeles that encompasses taxis, rideshare, goods delivery, bike and scooter share, autonomous vehicles and urban air mobility. She is advising the city on incorporating all of these for-hire mobility services into an online data management system using the city’s Mobility Data Specification. She is also developing an equity-based congestion pricing program for the City of San Francisco, and is is developing a planning framework for the City of San Jose to quantify interventions needed to achieve ambitious reductions in vehicle miles traveled. Her work brings a strong focus on using these frameworks to increase transportation equity and improve accessibility for disadvantaged communities.
