Jose Rivera, PE is a Vice President at Sam Schwartz with over 40 years of experience, specializing in traffic planning, design, safety, construction, and operations, in a wide range of multi-modal facilities including airports, tunnels, bridges, terminals, port facilities, ferries, and rail. His focus is on signing, work zone traffic control/MPT/MOT, and traffic operations and management.

Jose previously worked at the Port Authority of New York & New Jersey for 35 years, including more than a decade in the role of Chief Traffic Engineer. During his tenue, Jose oversaw some of the most complex and critical engineering efforts in the country, including the redevelopment of the World Trade Center and LaGuardia and JFK Airports, the replacement of the Port Authority Bus Terminal, and various other port, bridge, and tunnel projects.

Jose has a BS in Civil Engineering and MS in Transportation Planning from NYU’s Tandon School of Engineering. Jose is an active member of the National Committee on Uniform Traffic Control Devices, serving on the Guide Sign and Motorist Information technical sub-committee.
