Felicia Pannell

Felicia Pannell has over 18 years of experience in designing sidewalks and trails, arterials and local roadways, drainage, signals, signage, and pavement markings. She has managed numerous project development and environment (PD&E) studies for state and local agencies throughout her career, and is also versed in public engagement processes. For Florida Department of Transportation (FDOT) District One, she is currently managing scoping and LRE estimates for transportation capital projects submitted by local transportation and planning organizations through the Priority Projects Programming Process. This has provided Felicia the opportunity to coordinate closely with planners across District One’s 12 counties.
