David Rettig, PE is a Vice President at Sam Schwartz, where he focuses on the firm’s strategic planning, management consulting, and federal funding advisory services, as well as building relationships with state DOTs, Metropolitan Planning Organizations, and local governments.

An accomplished public-sector transportation leader with a record of delivering major policy priorities and improving government operations, he comes to Sam Schwartz after a distinguished 35-year career at the New York State Department of Transportation (NYSDOT). Most recently, as Director of the Office of Regional Planning and Program Coordination, David oversaw the development and delivery of the Department’s $3.2 billion capital program. A well-regarded expert on advancing organizational effectiveness, he led the replacement of the Department’s program management system, the development of new performance management mechanisms and guidance for the delivery of the capital program, and co-chaired the team that created NYSDOT’s Project Management Office. His wide-ranging experience also encompasses strategic planning, funding, engineering, and policy. 

David has served on the leadership committees of multiple Metropolitan Planning Organizations across New York State, and as Chair of the Research Project Panel of the National Cooperative Highway Research Program. He is a recipient of the American Association of State Highway and Transportation Officials Public Service Award, the Coastal America Partnership Award, and NYSDOT’s Excellence in Engineering Award.


 

What is your favorite activity outside of work?

I live for live music and attend concerts and festivals whenever I can.
